If I want to do a parody of some songs from other musicals to include in a musical melodrama that is also a parody, do I have to get specific permission and pay some kind of licensing fee to use the same music (not the same recordings, but the same melodies) if the melodrama is going to be performed in public, on a limited basis? In other words, what are the laws governing parodies? Say it is a song from "Grease" that is going to be parodied, with the same melody but different lyrics.
Legally, parodies are considered "fair use". (see http://en.wikipedia.org/wiki/Campbell_v._Acuff-Rose_Music%2C_Inc.)
That means that you don’t have to get anybody’s permission or pay any licensing fees.
Weird Al Yankovic, who makes parodies for a living, generally gets permission from the original artists, and they’re generally flattered. If you were trying to take this nationally, you’d want to talk to a lawyer rather than A Guy I Met On The Internet. But the Supreme Court was pretty clear that parody doesn’t require licensing.
I’m doing a parody music video for NERD’s Rock Star, with footage from car chase movies. Does anybody know where I can find a scene where any car chase movie character bounces or sings on top of a police car? I want a footage to sync with the line, "I’m rhyming on the top of a cop car".

what are some good music videos that i caould make a parody of. by "parody" i mean, whats a good catchy song with a music video that would be good for me to re-make ? im only doing this for fun, possibly to put it on youtube too. anyone have any ideas ?
Boheimian Rap-City! Just google it and watch the different videos that pull up. My 15 year old used it for extra credit in biology. He did it on the cell. It was so funny.
